I'm not sure what the deal is with cutting/drilling holes but I have a 2013 Wrangler Unlimited Rubicon and it took me all of 30 minutes to install....without cutting/drilling. The brackets slid right into place and bolted up no problem. As far as everyone having trouble getting the nuts into the frame, I removed the plastic skid plate first. Using a telescopic magnet, I held and slid the nut up into the frame, and bolted the light bar bracket to the frame. Bolt the top one first, and then the bottom....it will be much easier. Everything else is very self-explanatory or explains it perfectly in the directions included.
